purpose would be served by reference of every case
to myself for prior approval. It would be, in my
opinion, sufficient if the right of appeal to me were
granted in any case where the parties concerned
were dissatisfied with the decision of the Executive
Council. It would, however, be convenient if after
the conclusion of hostilities, grants approved and
effected locally were reported to me for information
and for record in this Department.
